Rachel Decelis is a scientist with experience in air quality, industrial emissions and environmental permitting. She joined En-Sure in 2013 as an environmental consultant after having worked on environmental permitting, integrated pollution prevention and control (IPPC) and air quality with the public sector since 2006.
Rachel was formerly senior environment officer with the Malta Environment and Planning Authority (MEPA), leading the transposition of the Industrial Emissions Directive (IED), the implementation of IPPC permitting, and the development of a national framework for environmental permitting. She is familiar with operations and Best Available Techniques (BAT) in a wide range of industries, including in the energy generation, waste management and manufacturing sectors. She also has experience in compliance auditing and policy development, including in the drafting of legislation and associated regulatory impact assessment. Rachel also has experience in managing pollutant inventories, having been responsible for the implementation of the European Pollutant Release and Transfer Register (E-PRTR) Regulation in Malta.
Rachel has a Bachelor degree in Chemistry and Biology and a Master degree in Chemistry, both from the University of Malta. She has a keen interest in air quality, and in both her dissertations she examined aspects of dust contamination in the Maltese Islands. While at MEPA, she was involved in PM10 and PM2.5 monitoring, and closely followed the development and implementation of the Clean Air Directive, including through the regular review of ambient air monitoring programmes and data collected by operators.
She has recently completed a Master degree in Business Administration (MBA) from Henley Business School in the UK.
Within En-Sure, Rachel is responsible for matters relating to industrial emissions, environmental permitting and air quality. These include the preparation of monitoring programmes for industrial installations, providing advice to clients on environmental issues (including for ISO 14001 certification purposes), preparing Project Description Statements and providing other advice as part of Environmental Impact Assessment processes, and the drawing up of land contamination assessment and remediation programmes.
She also supports the En-Sure environmental site management team in inspections on construction sites and in noise and vibration monitoring. She has worked on a diverse range of construction and monitoring projects, including the Maghtab rehabilitation project, the redevelopment of the ex-Forum Hotel site, the construction of a tunnel and interconnector station at Maghtab, and the extension of the Malta Freeport Terminals, amongst others.
Rachel is fluent in English and Maltese and has a basic knowledge of Italian. She loves reading and writing articles and short stories and has recently started writing features for The Times of Malta. She is passionate about good writing and occasionally gives lectures on academic and scientific writing at the University of Malta. She also loves travelling and hopes to visit Australia and New Zealand one day.
