En-Sure Ltd was entrusted to carry out a study on demolition material from the Ricasoli Industrial Estate, Kalkara to determine whether the material was inert and therefore appropriate to be dumped at sea. The sampling strategy focussed on the different types of paint applied in the factories and on the backfill material.
En-Sure was responsible for the coordination of the study. Prior to carrying out the testing on the various materials, the sampling procedures were agreed with MEPA. Sampling was carried out by a local contractor under supervision of En-Sure and a client representative. Samples were taken from walls, floors, and backfill / foundations from agreed location. The samples were sent to an overseas laboratory for testing.
The results were compared to the limit values for inert waste given in Council Decision of 19 December 2002 establishing criteria and procedures for the acceptance of waste at landfills. It was found that while most material was inert, some limestone walls painted with certain paints could not be considered inert.
